Deep Analysis on Jagan’s 3 capital bill – Best or worst?

Today will be marked in the history of the Andhra Pradesh as the chief Minister Jagan Mohan Reddy proposes the three-capital bill for the Andhra Pradesh under some extremely tense situations. Having no clue at the Aamaravti farmers’ protests, his government arranged to committees to support their cause on this decentralization issue.

If we look at the bill introduced by Jagan, here is the first point- 1) “This Act may be called the Andhra Pradesh Capital Region Development Authority Repeal Act, 2020. The Andhra. Pradesh Capital Region Development Authority (hereinafter referred to as APCRDA) as constituted under Section 4 of the Principal Act shall cease to exist. The Metropolitan Region and Urban Development Authorities constituted under Section 4 of the said Act to be named as the Amaravati Metropolitan Region Development Authority (hereinafter referred to as the AMRDA) shall be notified by the Government on the cessation of APCRDA.”

Jagan appealed the cabinet to cease the existence of the Andhra Pradesh Capital Region Development Authority Repeal Act, 2020 and wanted to rename it as the Amaravati Metropolitan Region Development Authority when he is stashing the fate of the Amaravati farmers. There is no need presented before the cabinet under this bill for the essentiality of the three capitals for the AP.

2) The AP constituted a committee with the terms of reference to take a review of the development plans initiated so far and suggest a comprehensive development strategy for the all-round development of the State including capital. Simultaneously the Government awarded the project to M/s. Boston Consultancy Group (India) Private Limited for formulation of a comprehensive growth strategy, develop the roadmap arid strategic programme management support forthe State of Andhra Pradesh.

The Boston Consultancy group is highly influenced by the premeditated decision of the Jagan’s government and backed up the theory that the Government has already processed. In fact, there is no proper survey and the presence of the experts from all the departments be seen in the report issued. Its whole agenda is to strengthen the decision that Jagan’s government took for a much greater cause which deprives the people in rural areas.

3)The High Power Committee so constituted, considered all the reports of the Committees, and after taking into account the various aspects of the subject, including historical background of the Telugu population, the agitations in the past in the Unified State of Andhra Pradesh, and submitted, a report to the Government 17.1.2020 after duly meeting the farmers of the Amaravati Region and taking into account the representations made in that regard.

The HIGH power committee was constituted from the people of the YSR Congress government and the partial presence of the experts has been ruled out on Day1. They started the committee vowing to back up the decentralization of power concepts without any deviations. The entire report strictly bares the solution required for the Amaravati farmers’ misery. They show something on the papers as compensation for the farmers which hasn’t been there in reality.

Hence, as we can see, the devil is in the details. This decision of Jagan is gonna do no good for the state and its abortion is the main agenda of both the public and the opposition who started to talk sense eventually.
