YSRCP complains to Governor to discipline Naidu

The YSRCP on Saturday has met the state Governor E S L Narasimhan and demanded him to discipline the care-taker Chief Minister N Chandrababu Naidu, as he crossed all limits of decency hurling abuses at the Election Commission over alleged malfunctioning of EVMs in yesterday’s poll.

Polling to the 175 assembly and 25 Lok Sabha constituencies were conducted yesterday in the first phase, which witnessed sporadic incidents across the state. Election Commission was flooded with complaints over malfunctioning of EVMs.  Violence that broke out at various places had also claimed two lives of both the TDP and YSRCP activists lives.

In its complaint to the Governor, the YSRCP alleged that the care-taker CM had passed uncharitable remarks against the acting Chief Secretary L V Subramaniam, whom the Election Commission has appointed, replacing Punitha on poll code violation.  In this context, the YSRCP explained at length how the CM went on to belittle the Election Commission.  They cite, when the poll model code was in force, Naidu dare to reverse the EC direction and even challenge it in Court.  The court rejected his plea is a different story.

Added to that, he admonished the Election Official on the polling day in the latter’s office the same evening, held dharna in front office, all unbecoming of a responsible Chief Minister, it added.

“His comments are derogatory, detrimental to the authority of ECl, besides hurting the morale of civil servants at all levels working as part of the Election establishment. Such comments tend to be little the democratic traditions of the country and demean the authority of the commission which is acting in pursuance of the authority conferred on it by article 324 of the constitution. Moreover, what Naidu has reportedly stated effectively meant defiance of the Commission’s authority while causing defamation of the commission itself,” it pointed out

“YSRCP in its complaint had also expressed apprehension that the possibility of the interim Government may as well resort to clear many unbudgeted and unimportant bills favoring media houses, their party workers etc., without following seniority (of pending bills) .

“The basic principle in clearing bills is First Come First Serve, which the interim Government is likely to violate. It is also likely, that the interim Government might resort to taking decisions deliberately that would financially burden the incoming Government.”

Thereforce, YSRCP felt it has become more essential for the Governor to step in and issue directions to the Chief Secrctary to freeze all the pending bills except essentials relating to salaries, wages, electricity, water charges etc., till the new Government assumes charge.

“We believe that His Excellency has an important role to play during this transition period in arresting administrative excesses that could cripple the state financially. While reposing our full confidence in His Excellency, we request to kindly intervene and instruct the Chief Secretary for urgent steps to arrest misuse of authority by the interim Government,” it concluded
