Members of the YSRCP have been going on about shifting the Executive capital to Visakhapatnam anytime, and the 3 Capitals coming into existence any time. They have also been stressing the fact that the Chief Minister of the state can rule from anywhere in these state, and doesn’t necessarily have to rule from the Capital. Jagan is expected to shift to Vizag, by setting up a camp office there and start ruling from there.
With comes the question of whether this would mean that the 3 Capitals would come into existence the moment Jagan shifts to Vizag, or if it would be nothing. Several cases have been filed against the shifting of the capital from Amaravati, and on the decentralisation bill in the High Court of Andhra Pradesh, by the farmers of Amaravati, and all of them are still pending in the HC. A ‘Status Quo’ verdict was given on the shifting of the capital by the HC, and it continues to remain in place. The hearing on this case was supposed to have taken in May, but got postponed to August 23rd due to the second wave of coronavirus.
The YSRCP tried to challenge this Status Quo verdict by going to the Supreme Court, but the SC didn’t lift the Status Quo, and simply requested the HC to speed up the process of the cases on the Capital issue. Even the Central Government has no say in this issue. However, Jagan is said to have informed the Centre about his plans on shifting the capital. On the other hand, no law can obstruct Jagan shifting his base to Visakhapatnam, and ruling from there, this has been confirmed by legal experts as well. Hence, it is now to be seen if Jagan will indeed shift his base to Vizag, and start operating from there.
