One of the reasons for Chandrababu Naidu losing the power in 2004, was due to the imposition of strict discipline on the government employees. Recognizing this, after coming back to power in 2014, he tried to please them with high fitment, but was uncompromising in implementing the Biometric attendance.
Now in 2019, Naidu had to lose in the elections and the newly elected Chief Minister of Andhra Pradesh, YS Jagan Mohan Reddy eased the Biometric Attendance clause, due to which, the indiscipline is again being witnessed at several government offices in the state. The services are not being delivered on time, which is expected to tarnish the image of the government among the public.

Adding to it, Jagan also announced 27% Interim Relief after forming the government. As the government officials in the government offices directly represent the state government, if such officials showcase negligence in front of the public, the impact of it would be heavily on the government.
Apart from pleasing the government officials, it is also important for the government to make sure to serve the public in right time. Otherwise, the things may go worse than ever. So it is important for Jagan to find a mid way where both the government officials and common public would get convinced.
