Andhra Pradesh Minister for Education, IT and Electronics Nara Lokesh held a high-level meeting with Samsung Electronics executives in Seoul, South Korea, inviting the global technology giant to significantly expand its footprint in the state through investments in semiconductors, artificial intelligence, electronics manufacturing, and advanced technology infrastructure.
The meeting was attended by Samsung Electronics Senior Director and APAC MX Business Head Helena Park, Director of B2B Business Heesoo Yang, and Enterprise Business Global Sales Head VP Jun.
During the discussions, Lokesh proposed that Samsung make Andhra Pradesh its India hub for a complete AI compute ecosystem by leveraging the state’s growing data center pipeline. He invited the company to jointly develop AI-ready hyperscale data centers supported by assured green power, ready-to-use industrial land, and a streamlined single-window clearance system.
The minister also requested Samsung to localize AI server manufacturing in Andhra Pradesh and establish a dedicated server servicing and refurbishment hub to support India’s rapidly expanding digital infrastructure.
One of the key proposals made during the meeting was the establishment of a world-class display fabrication (Display Fab) facility in Andhra Pradesh. Lokesh assured Samsung that the state would extend policy support through the Government of India’s ISM 2.0 initiative along with Andhra Pradesh’s dedicated Semiconductor and Display Fab Policy.
Highlighting Visakhapatnam’s growing semiconductor ecosystem, Lokesh invited Samsung to explore setting up an OSAT (Outsourced Semiconductor Assembly and Test) facility catering to consumer electronics and mobile devices around the ISM OSAT cluster in the city.
The minister further proposed establishing a mobile and device battery manufacturing unit in the state, aligning with Andhra Pradesh’s renewable energy ambitions and the increasing demand for advanced energy storage technologies.
In the field of emerging technologies, Lokesh invited Samsung’s research and development division to collaborate with Amaravati Quantum Valley by leveraging the proposed 133-qubit IBM Quantum System Two research infrastructure planned for Andhra Pradesh. He said such a partnership could strengthen the state’s vision of becoming a leading destination for quantum computing research and innovation.
Expanding the scope of cooperation beyond electronics, Lokesh also encouraged Samsung Heavy Engineering to explore opportunities in the construction of Amaravati’s capital infrastructure. He further invited Samsung Heavy Industries to examine the possibility of developing a shipbuilding cluster at Dugarajapatnam, positioning Andhra Pradesh as a major maritime manufacturing destination.
To support Samsung’s long-term expansion plans, Lokesh proposed the development of a dedicated “Samsung City” in Andhra Pradesh, offering land, single-window approvals, and comprehensive policy support to accommodate multiple business divisions of the company under one integrated ecosystem.
Responding to the proposals, Samsung Electronics Senior Director Helena Park said the company would present the Andhra Pradesh government’s proposals to its senior leadership for detailed evaluation before taking an appropriate decision.
The meeting is part of the Andhra Pradesh government’s ongoing investment outreach in South Korea, aimed at attracting global technology leaders to establish advanced manufacturing, semiconductor, AI, electronics, and digital infrastructure projects in the state.
