About the three capitals issue, Jagan is doing the best what he can to shift the capital from Amaravati. He wants his government to administrate from Vizag as its primary capital. Amid the protests of Amaravati farmers, he has caught in two minds before the assembly meeting today.
Jagan is planning to get the bill passed out in the Assembly by proposing a certain money bill. The proposal of the capital shift is less likely to pass with TDP MLAs opposing in the house. Hence Jagan wants to use a money bill as a cover which he will propose in a few hours.
Generally, a money bill comprises permission to spend the amount for state development. If the money bill hasn’t passed out in 14 days from the day of its proposal, it will automatically come into act. Jagan wants to use this ploy. Meanwhile, Jagan is taking certain precautionary measures as the money bill includes the decentralization of AP Capital and demolition of the CRDA act.
If observed legally, he will face as many legal problems, to sum up, his misery. Hence, Jagan doesn’t want to mention the capital shift in the bill. Instead of that, he is going to mention the arrangement of three development councils from which they will rule the state. Can Jagan’s ploy works without any obstacles?
